Bully- a person that makes fun of other people for there own gain and for no reason.
some one that gets pleasure from others despair

2.) Tell them they need to cut it out or go find an adult. You should step in and help.
3.) I think there is. You should just punish them and if that doesn't help, give them a taste of their own medicine.
